Inflow/Infiltration Inspections

Effective May 1, 2014, Clear Creek Conservancy District has required an Inflow and Infiltration (I&I) inspection prior to the sale of a home in all six neighborhoods and Excepted Parcels at Heritage Lake. An I&I Certificate of Compliance is issued upon submission of a passing sewer inspection form, provided by the district.

Inflow and Infiltration is clean water entering the collection system and ultimately the waste water treatment facility. This excess of groundwater puts undue stress on the pumping stations and equipment of the collection system, but more importantly can hydraulicly overload the waste water treatment plant, washing out “good bugs” that are vital in the processing and cleaning of normal flow sewage.

I&I Inspection forms can be found on the district’s website at www.clearcreekdistrict.in.gov under the “Sewer Information” tab. The form must be completed by a licensed plumber. Once the inspection form certifying no sump pumps, gutters, or otherwise illegal connections to the sewer exists, and that the customer’s sewer lines are properly installed and maintained, A Certificate of Compliance will be issued. Failure to complete the I&I inspection prior to the sale of a home or transferring of names on the property deed will result in an inspection fee (adjusted annually) and potentially a supplemental monthly “illegal connection” charge until a district Collection System Operator is allowed to complete an “after-the-fact” inspection proving no illegal connections are present. Once a Certificate of Compliance is issued, it is valid for two years, where another sale of the home within this two-year period will not require another I&I inspection. Any time after the Certificate of Compliance expires, a new inspection will be required before the sale or transfer of ownership closes.
